Wisconsin workers have been speaking up at Joint Finance Committee Budget Hearings around the state and contacting legislators in our local districts in support of Gov. Evers’ pro-worker 2021-23 Budget.
Unfortunately, despite raising our voices for a pro-worker budget, the Republican-controlled Joint Finance Committee (JFC) has outlined their plan to remove 280 proposals from Governor Evers’ Budget including many of the items to support working families including collective bargaining rights for frontline public employees, reinstating Wisconsin’s prevailing wage provisions, the repeal of so-called right to work laws, and BadgerCare expansion. Below, we outline a few of the 280 policies that the JFC intends to take out of the budget in their motion.
Shockingly, JFC Co-Chairs’ have further signaled their intent to completely disregard Governor Evers’ current proposed budget and instead vote on a substitute amendment to fully replace the Governor’s 2021-2023 Budget with the 2019-21 Budget. If this vote is successful, all future JFC votes would then amend not Governor Evers’ current State Budget proposal but the 2019-21 State Budget that passed the Legislature in June 2019 and signed into law (with partial vetoes) by Governor Evers in July 2019.
We urge you to contact your legislators and members of the Joint Finance Committee to raise our voices to reject this GOP motion and substitute amendment that would eliminate many key proposals for working people in Gov. Evers’ proposed Budget.

- Non-Partisan Redistricting: The GOP motion would strip from Gov. Evers’ Budget the non-partisan plan that would ensure that legislative and congressional districts are drawn in a fair manner, so that voters pick their elected officials and it is not politicians picking their voters.
- Restoring Collective Bargaining Rights for Essential Public Sector Employees: The GOP motion would eliminate from Gov. Evers’ Budget the restoration of collective bargaining rights for essential public employees.
- Repeal of the so-called Right to Work Law: The GOP motion would remove the repeal of the so-called Right to Work law.
- K-12 Education: School Choice: The GOP motion would eliminate from Gov. Evers’ Budget the pause on the growth of unaccountable voucher schools in fiscal year 2022-23.
- K-12 Education: Ensuring that all Teachers are Properly Licensed: The GOP motion would remove from Gov. Evers’ Budget the requirements that teachers at voucher schools be licensed, just as public school teachers are required to be licensed.
- Restoration of Wisconsin’s Prevailing Wage Laws: The GOP motion would discard from Gov. Evers’ Budget the recreation of Wisconsin’s three prevailing wage laws, which were each eliminated through legislative maneuvers in the dark of night, shielded from public debate.
- Expanding Medicaid and Accepting Federal Dollars: The GOP motion seeks to eliminate Gov. Evers’ proposal to return Wisconsin’s federal tax dollars to our state by insuring over 90,000 more Wisconsinites through the BadgerCare program.
- Voting: Automatic Voter Registration System: The GOP motion seeks to eliminate from Gov. Evers’ Budget a proposal that would make voting more accessible through an automatic system of voter registration, which would make sure each and every eligible voter has the full opportunity to vote.
- Increasing the Minimum Wage: The GOP motion would remove from Gov. Evers’ Budget a proposal to raise the minimum wage.
- Project Labor Agreements: The GOP motion takes out of Gov. Evers’ Budget a restoration of local governments’ ability to utilize Project Labor Agreements.
- Marijuana Legalization with Collective Bargaining for Workers: The GOP motion seeks to eliminate from Gov. Evers’ Budget a proposal that would legalize small amounts of recreational and medicinal marijuana for adults 21 years and older in a newly regulated market that would be regulated and taxed, while ensuring workers and local communities benefit from union jobs created through this proposal.
- Worker Misclassification Education & Penalties: The GOP motion would remove from Gov. Evers’ Budget a provision that would educate workers and penalize employers that engage in misclassification and payroll fraud.
- State Employee Benefits: The GOP motion takes out of Gov. Evers’ Budget a reduction in the health insurance waiting period for new employees, a paid sick leave program for limited term executive branch agency employees, and a paid parental leave program for state and UW System employees.
- Expanding Wisconsin’s Family & Medical Leave Act: The GOP motion would remove from Gov. Evers’ Budget an expansion of Wisconsin’s Family & Medical Leave Act.
- Local Control: Employment Regulations: The GOP motion would discard a proposal to restore local control to our communities, so that local governments could set higher employment standards than current state standards.
- Cap Tax Credit for the Wealthy: The GOP motion would remove the proposed cap on a tax credit for the wealthy (known as the Manufacturers and Agriculture Tax Credit) and would therefore continue to enrich the wealthiest Wisconsinites at the expense of us all.
- Earned Income and Homestead Tax Credits: The GOP motion seeks to delete from Gov. Evers’ Budget his proposals to strengthen both the Earned Income and Homestead Tax Credits.
- Local Control: Allow Communities to Make Necessary Investments, Decrease Taxes: The GOP motion seeks to discard from Gov. Evers’ Budget a proposal to local communities to decide via a referendum whether to raise the necessary funds to make critical investments in infrastructure, services, and safety, while decreasing reliance on property taxes.
- Study of School Health Insurance: The GOP motion would remove from the Budget a proposal to study of potential cost savings for school districts if all school districts were required to participate in the Group Health Insurance Program as of January 2024.
